A new stimulus plan was unveiled by Chinese authorities Friday in an effort to stimulate China's slumped infrastructure and property markets, which could be squeezed further by President-elect Donald Trump's plans to impose higher tariffs on Chinese imports into the U.S.
Details on the stimulus package were reportedly revealed at China's Standing Committee of the National People's Congress, which was delayed in October so the Chinese government could adjust to the U.S. presidential results.
Set to be worth $1.4 trillion, which equates to roughly $10 trillion yuan, the stimulus is part of a strategy to stabilize the world's second-largest economy and possibly soften the blow of the tariffs which could reach as high as 60%.
The Associated Press reported economists indicated early the package may not be enough, and the Chinese government should do more to energize the economy for the long term.
China is currently in the grip of deflationary pressure, with consumer and business confidence at an all-time low and record unemployment for China's young workers. Trump's victory over Vice President Kamala Harris has stimulated the stock markets, pushing iShares MSCI China up by 5.2% to $52.33 a share.
According to NBC, analysts expected China to increase its fiscal support, but warned the Chinese Communist Party may remain conservative in its spending and not directly support consumers.
The People's Bank of China has reportedly cut interest rates after authorities approved an increase to the nation's deficit in October, bumping it from 3% to 3.8%. However, analysts have said China's debt levels are far higher than reported, reaching over $30 billion.
Barron's reported Trump could upend any long-term gains that could come from China's push to stimulate its economy, likely keeping Chinese stocks volatile until Trump takes office and reveals the staff in his administration.
The report further noted Chinese authorities considered delaying the additional spending until the National People's Congress met fully next March. However, Trump along with U.S. officials want China to boost its domestic economy, rather than flooding the U.S. with goods.
Ellen Zenter, chief economic strategist at Morgan Stanley said the stimulus won't bring back the huge growth that China has seen over recent years.
"This is not the stimulus that's gonna send China back to 6%, 7%, 8% growth. I mean, our China economists are expecting nominal growth to be around 3.9%, and now they've probably moved the needle on that," Zenter said, adding, "It's probably going to be somewhat faster than that. But it's not gonna be … China growth of old."
Zenter said China could stabilize its deflationary effects on the rest of the world, however, it won't be enough to fully bring back China's economy.
Shehzad Qazi, COO of China Beige Book, told Squawk Box CNBC, he wouldn't even consider the deal a real stimulus package, and noted China is simply recycling debt.
"This is not the stimulus that markets were looking for, at all. This is not stimulus, I think, to begin with. What they're doing is recycling debt, and we've seen this playbook in China over and over again," Qazi said, adding he doesn't think it will do much to stimulate growth.
Qazi pointed out local governments have been allowed to issue bonds through the stimulus to ease some of their debts, but it just pushes that debt back on to the central government. While this could do some good, like bringing down interest rate payments, Qazi noted overall it doesn't do much.
Bloomberg's Rebecca Choong Williams said the package was simply a debt-swap program, and didn't address China's biggest problem facing it right now, which is low domestic consumption.
"Essentially what this is is a 10 trillion yuan debt-swap program … What we didn't hear about was anything specific on property, anything specific on consumption, or trying to boost domestic demand," Choong Williams said.

The official Electoral College count is 312 for Trump, 226 for Kamala Harris.
Tesla, Twitter and Space X chief Elon Musk, who had campaigned for Trump and even could be part of a new administration with responsibilities for efficiency in government, pointed out the victory was much more than just the White House.
He said it included the popular vote, the Senate, House, state governors, and more.
Arizona just declared for @realDonaldTrump, making it a clean sweep of all swing states!
Massive red wave success! It is beyond a landslide, as Republicans won:

The Republican Party on Tuesday, as President Donald Trump was battling Kamala Harris for the White House, was making advances in Congress.
In the current makeup, the GOP held a 220-212 lead in the U.S. House, with three vacancies. The Senate saw Sen. Chuck Schumer, D-N.Y., leading with a 51-49 split for the Democrats, which included independents who align with the leftist party.
But the Democrats were facing an uphill battle to keep their tiny margin in the Senate, as they had only 28 senators not up for re-election. The Republicans had 38 senators who are staying on, as the parties battled for the 34 seats on the ballot.
Senate races largely finished as expected with Republicans winning in Indiana (Jim Banks), West Virginia (Jim Justice), Mississippi (Roger Wicker), Tennessee (Marsha Blackburn), and Florida (Rick Scott.)
Justice replaced Joe Manchin, a Democrat who did not seek re-election.
Also winning were John Barrasso in Wyoming, Kevin Cramer in North Dakota, Pete Ricketts in Nebraska, John Curtis in Utah, Josh Hawley in Missouri, Bernie Moreno in Ohio, Ted Cruz in Texas and Deb Fischer in Nebraska.
Independent but left-leaning Bernie Sanders won again in Vermont, and Democrats Andy Kim, New Jersey; Lisa Rochester, Delaware; Chris Murphy, Connecticut; Liz Warren, Massachusetts; Sheldon Whitehouse, Rhode Island; Kirsten Gillibrand, New York; Angela Alsobrooks, Maryland; Timothy Kaine, Virginia; Maria Cantwell, Washington; Adam Schiff, California; Martin Heinrich, New Mexico; and Amy Klobuchar, Minnesota, won.
At the point the GOP had taken 51 seats, seven remained contested, including in Montana, Wisconsin, Michigan and Pennsylvania, where Republicans were leading their races.
Control of the House remained a question mark.
The GOP had had 220 seats, to 212 for the Democrats, with three vacancies.
Late evening, the Republican Party had secured 179 seats to the Democrats' 148, with 218 needed for a majority.

A key adviser to Tim Walz, the leftist Minnesota governor chosen as a running mate by Kamala Harris, claims that the United States is so racist that it must be destroyed.
"Overthrow" is the word that was used by Brian Lozenski, described as an authority on the leftist Critical Race Theory that advocates that everything about America is racist and the only cure is more racism.
The Daily Signal describes him as Walz's "most important education adviser."
The report explains the video was brought to public attention by National Review, and it was posted online at Tom Klingenstein.
Lozenski describes what makes an "insurgent," an accusation Democrats have for years thrown at Republicans.
"The first tenet of critical race theory is that the United States as constructed is irreversibly racist. So if the nation-state as constructed is irreversibly racist, then it must be done with. It must be overthrown. And so we [proponents of critical race theory] can't be like, 'Oh no, critical race theory is just about telling our stories, and diversity.' It's not about that. It's about overthrow. It's insurgent. And we need to be, I think, more honest with that. It's funny that [critics] don't understand critical race theory, but they actually tell some truth when they're like, 'Yeah, it is anti-state.' You can't be a critical race theorist and be pro-U.S. It is a[n] anti-state theory that says the United States needs to be deconstructed, period."
Lozenski, with his anti-U.S. ideologies, was appointed by Walz to create curriculum standards for the Minnesota Department of Education.
The posting explained Lozenski's beliefs are "central to the education agenda Tim Walz has implemented in his state, and it is the core belief of the destructive Left of which Kamala Harris and Tim Walz have become the leaders. If they are elected, this is the vision that will govern from the White House."
Klingenstein is chairman of the Claremont Institute, and also is a public speaker, philanthropist, writer, and playwright.
The Daily Signal explained, "Lozenski isn't a marginal figure; he is a nationally known activist and academic and the foremost authority on 'ethnic studies' in Minnesota. He also is typical of the 'destructive Left' that wants to overthrow America. "
The report explained under the ideology promoted by Walz, according to Katherine Kersten of the Center of the American Experiment:
"First graders must 'identify examples of ethnicity, equality, liberation, and systems of power' and 'use those examples to construct meanings for those terms.'"
"Fourth-graders must 'identify the processes and impacts of colonization and examine how discrimination and the oppression of various racial and ethnic groups have produced resistance movements.'"
"High-school students are told to 'develop an analysis of racial capitalism' and 'anti-Blackness' and are taught to view themselves as members of 'racialized hierarchies' based on 'dominant European beauty standards.'"
The Signal reported, "Although to the average parent the jargon here is (intentionally) impenetrable, virtually every word or term points to the overthrow of America."

Kamala Harris is being accused of waging a "war" on "the core values that sustain Hispanic families," and worse.
It is Jorge Martinez, a spokesman for America First Works and previously a press secretary in the Department of Justice, who has written in a column at the Daily Caller News Foundation about what he considers an alarming threat.
"This assault on religious liberty is only part of the broader war the Left is waging against the core values that sustain Hispanic families. Radical ideologies are infiltrating our schools, pushing divisive narratives on children that undermine family values. Meanwhile, reckless economic policies discourage hard work and personal responsibility — two principles that have defined the Hispanic community for generations. The message is clear: the Left won't protect our values; it aims to replace them," he explained.
He addressed those concerns about that "assault on religious liberty."
"Vice President Kamala Harris and the Left are not hiding their radical agenda. They are openly attacking the values that hold the Hispanic community together: faith, family, freedom, and meaningful work. Our traditions, rooted in faith and hard work, have carried us through generations of hardship, helping us build strong families and thriving communities. However, the Left has made it clear that it will not protect these values. Instead, it seeks to dismantle them, eroding the very foundations of our lives," he wrote.
Harris' most recent "chilling" assault was her threat to override constitutional protections for religious liberty with her pro-abortion agenda.
In a recent interview, Martinez explained, that she "dismissed the idea of religious exemptions in her proposed federal abortion bill, making it certain that healthcare professionals will be forced to cooperate in abortions even if it violates their faith."
She "sent a loud message to religious Americans, especially Hispanic Christians: Your faith will not be respected, and your freedom of conscience will not be protected. This makes her not only pro-abortion but also anti-religious freedom," he explained.
He explained, "For the Hispanic community, this is more than a policy dispute; it is an attack on our way of life. We honor the sanctity of life and the right to exercise our faith in all areas of society, including the workplace. But Harris and the Left would strip away these rights, forcing individuals to comply with policies that directly conflict with their beliefs. The Left prioritizes abortion and radical social agendas over the freedom to practice religion."
He said President Donald Trump's agenda goes another direction, prioritizing the values Hispanics hold dear, "faith, family, freedom, and meaningful work."
"The choice before us is this: Will we allow the Left to strip away our faith, family, and freedom, or will we embrace the America First Agenda and defend these values? Hispanics know that the future of our communities depends on standing firm in our beliefs and ensuring our traditions are not lost to government overreach," he said.

A new report from Reuters has detailed how China's President Xi Jinping put pressure on U.S. President Joe Biden to change the official language used to describe the U.S. stance on Taiwan's independence.
China claims ownership of Taiwan in its entirety, claiming China has historical rights to the democratically run nation, which was founded after the communist army defeated Nationalist forces in mainland China om 1949. The island was established as the Republic of China after the nationalists fled the mainland for Taiwan.
Reuters reported Xi had pressed Biden during a meeting last year in San Francisco, while he was in the U.S. for the 2023 APEC Summit. Xi requested Biden and his officials "tweak" the language used when the U.S. makes official statements about Taiwan.
Currently, in official statements, the U.S. says it "does not support" Taiwan's independence. Xi wanted the U.S. to officially say "we oppose Taiwan Independence," according to anonymous sources who spoke to Reuters.
The report goes on to note the U.S. has declined the suggestion to change, and aides of Xi have consistently followed-up on the request since then.
Biden told reporters the point of his meeting with Xi was to get back to normal communication between the U.S. and China, including their respective military forces, and improve the relationship for the better.
"We're not trying to decouple from China, but what we're trying to do is change the relationship for the better," Biden said, adding, "But I'm not gonna continue to sustain the support for positions where if I want to invest in China, we have to turn over all our trade secrets."
However, since then the relationship with China has soured, with the Biden administration's move to fund a new arms package to Taiwan valued at $2 billion. The deal includes advanced missile defense systems, and China has vowed to take countermeasures.
China's Foreign Ministry said the deal violated the one-China principle, undermined China's sovereignty, and security interests, and strongly opposed it.
"The sales seriously undermine China's sovereignty and security interests, harm China-US relations and peace and stability across the Taiwan Strait, and send a gravely wrong message to 'Taiwan independence' separatist forces. China strongly condemns and firmly opposes this and has lodged serious protests with the U.S.,"\ the Ministry spokesperson said.
The Chinese Foreign Ministry then accused the U.S. of undermining peace and stability in the Taiwan Strait, and added the move goes against the commitment from U.S. leaders to not support Taiwan independence, and strains efforts to improve U.S.-China relations.
"China urges the US to immediately stop arming Taiwan and stop the dangerous moves that undermine peace and stability in the Taiwan Strait. We will take resolute countermeasures and take all measures necessary to firmly defend national sovereignty, security and territorial integrity."
The U.S arms deal comes in the wake of blockade drills carried out around Taiwan by China recently, where key ports were completely cut off and the island surrounded.
On Thursday, Taiwan's President Lai Ching-te thanked the European Parliament for passing a motion on United Nations Resolution 2758, rejecting China's distortion of the resolution, and condemning the ongoing incursions by China.
According to Bloomberg, Taiwan's Ministry of Defense has formally signed off on a deal with the U.S. government which will allow it to purchase 1,000 attack drones from AeroVironment Inc. and Anduril Industries Inc., both U.S.-owned companies.
In response to the deal, China's Foreign Ministry spokesperson Lin Jian said "Taiwan's Ministry of Defense" does not exist, and strongly opposed the military contact between Taiwan and the U.S., doubling down on China's claim to sovereignty over Taiwan.
"Taiwan is a province of China and there is no such thing as 'Taiwan's ministry of defense.' China's firm opposition to the military contact between the US and Taiwan is consistent and clear. The two US companies you mentioned and relevant senior executives in charge are under sanctions by China," Lin said.

President Donald Trump often has blown to smithereens the Deep State protocols in Washington. He did it during his first campaign, his first term in office, and now that there's a potential for his second, he's again following his own path.
This time it's private funding for the launch of a transition team.
There will be a transition from the Joe Biden-Kamala Harris regime, whether Trump wins, or Kamala Harris wins the election and pushes America further into leftist ideologies like transgenderism, abortion, and "diversity" agendas that insist on giving people jobs and money because of their skin color or sex orientation.
"I've talked to Donald Trump specifically about this, and I said, 'Look, the last time you were in there, you put John Bolton in charge of NSA, and Mike Pompeo in charge of the CIA…' and he said, 'Here's the difference… when I got in last time, I had no idea how to govern, and I got surrounded by donors and corporate people who said you appoint this guy and appoint that guy… I appointed a lot of bad people.'"
Kennedy continued, "I was listening this morning to this extraordinary interview that Donald Trump did with Joe Rogan yesterday… and he said, 'This time I'm not gonna do that.' He told us that (too), and he didn't just promise that, but he did something no other president's done before. Normally, the transition team is not created until November 6th because GAO, the General Accounting Office, pays for all the cost of the transition team. Trump said, 'I'm not gonna do it this time. I'm not gonna do it their way. I'm gonna start my own transition team three months early.' And he got private donors to fund it, and he's appointed 20 people including me and Tulsi, and there's people of all different kinds of ideology and people who we're gonna have to go up against on that transition team and fight for our vision.
"But I can tell you this, which is unique: there are no corporate lobbyists on that transition team. And, usually, it's 100% corporate lobbyists. So it's very, very different, and it gives me lots of hope that this government is gonna be different than any government we've ever seen."
Politico reported Congress has tried to address transition issues, as during the 2020 events, Trump still was challenging what many believe to have been corrupt influences that altered the winner in that race when the transition to Biden-Harris could have been developing.
And while Congress may have tried to resolve one issue, the report said, "The new law may grant Trump access to the federal resources and state secrets needed to start building a government without having to adhere to rules on fundraising, conflicts of interests and transparency — even if he loses."
The problem for leftists is that unless Trump signs up for the various "coordination" agreements, his transition would not be bound by the rules that the government imposes, the report said.
The Trump team has confirmed that it is working to engage with the outgoing administration on transition plans.
The change primarily allows both candidates to pursue a transition process even while a disputed election is resolved.

Perhaps the 2024 presidential race should be the sermon topic for Christian pastors all across the country in these last few days before the vote.
It's because one of the candidates has exhibited a personality that is "militantly hostile toward Americans of faith."
Those are the words of President Donald Trump about Kamala Harris, who, he says, has been "very destructive to Christianity and very destructive to evangelicals and to the Catholic Church."
"She is your worst nightmare," he said recently. "Much worse, much worse than Biden, and he wasn't so hot."
A new report from the Washington Stand explains how there is evidence for Trump's opinion of Harris.
It cites her record of abortion and the LGBT ideology, especially the transgenderism agenda that includes doping children with chemicals and then doing surgical mutilations on their bodies.
Further, it comes from "repeated prosecution — both in the White House and prior to becoming vice president — of pro-life Americans and her complicity in targeting American Catholics with the FBI," the report explained.
Trump has pledged to "stop the Biden-Harris administration's weaponization of law enforcement against Americans of faith" and has said that "no longer will the DOJ and the FBI be allowed to target, persecute, or round up Christians or pro-life activists and throw them in jail for living out their religious beliefs," it explained.
But Harris goes further, it said.
"Harris is promising more than just unrestricted abortion on demand: she's promising to make American Christians carry out and pay for abortions," the report charged. "In an NBC News interview on Tuesday, Harris was asked if she would consider 'making concessions' on abortion if she were to win the White House in order to garner support from pro-abortion Republicans like Senators Lisa Murkowski (R-Alaska) and Susan Collins (R-Maine)."
Her response was that no concessions were appropriate to protect religious rights when it comes to abortion.
NBC's Hallie Jackson asked specifically about those accommodations, and Harris was adamant: "I don't think we should be making concessions when we're talking about a fundamental freedom to make decisions about your own body."
The report noted Harris was unwilling even to consider using religious exemptions as an "olive branch" to the senators.
Harris insisted that a woman's "freedom to make decisions about their own body, and that cannot be negotiable."
Mary Szoch of the Family Research Council's Center for Human Dignity confirmed immediately that Harris isn't pro-choice, she is "pro-abortion. She wants to force everyone to perform abortions — even physicians who recognize that the killing of an innocent unborn child is murder and a grave sin — and she wants to force American taxpayers to pay for abortions."
She warned, "No Christian can vote for her in good conscience."
"This means that all Christian hospitals, healthcare providers, businesses, etc., would be forced to provide/cover abortion if she got her way. It would be the end of the First Amendment and religious liberty as we know it," said the Center for Baptist Leadership.
That organizations executive director, William Wolfe, explained, "In the final moments of her floundering campaign, Kamala Harris has decided to drop the mask and reveal her deep-seated hatred for the unborn and all American Christians. There are so many things wrong with her recent comments, both morally and legally, that it's hard to know where to begin."
He noted she's wrong on the Constitution, which contains "no 'fundamental freedom' to murder the unborn" and she also would destroy the First Amendment.
Her agenda, he said, is "nothing short of a satanic tyranny that flies in the face of everything America was founded on."
CatholicVote questioned, "Why would any Christian vote for her?" with her agenda to "deny religious exemptions for abortions – forcing Christians to kill unborn children."
And Ben Domenech, of The Spectator, noted, "Forcing Catholic hospitals, which supply care to some of the most vulnerable populations, to perform abortions or shut their doors is literally the most vile thing a major party candidate has ever endorsed."
It was Carlo Vigano, formerly archbishop in the Catholic Church, who warned voters that Harris reports to Satan, in a stunning condemnation of a presidential candidate.
A commentary at the Washington Examiner pointed out that voters of faith should be alarmed.
"Harris is no friend to religious people, and she actively stood on the side of religious oppression while in Congress and during the last four years as vice president."
The Examiner piece described Harris' abortion agenda as "extremism."
It explains, "The Democratic nominee for president believes in forcing religious healthcare providers to perform abortions, a procedure that goes against many of their deeply held religious beliefs. It's further proof a Harris administration would be authoritarian and infringe on religious rights while masquerading as freedom-loving and tolerant."
She previously sought to injure Christians and their community across the nation with her Do No Harm Act, the report said. At that time, she confirmed, "Tht First Amendment guarantee [of religious freedom] should never be used to undermine other Americans' civil rights or subject them to discrimination on the basis of race, gender, sexual orientation or gender identity."
In just the past few days Harris has suggested that people need to help God by voting for her, and that those who believe "Jesus is Lord" have no place at her rallies.

A hospital in New Mexico has been put on notice that it is not allowed to just change its "rules" and by that means push its employees into violating their constitutionally protected religious rights and become part of the region's lucrative abortion industry.
The dispute is being reported by the American Center for Law and Justice, which has written to Presbyterian Hospital there about its scheme.
The ACLJ reported, "We sent a critical legal letter explaining that the hospital's new policy of refusing religious accommodations violates several provisions of federal law and Supreme Court precedent. If Presbyterian Hospital does not comply with the law and grants our clients a religious accommodation not to participate in an abortion in any situation, we are prepared to take aggressive legal action to defend their rights. No one should be forced to take the life of an innocent human being."
The plan is similar to the process that the Joe Biden-Kamala Harris administration repeatedly has used to force an extreme agenda on Americans.
For example, they decided simply to redefine the word "sex" to mean "gender identity" to create new ways to persecute those individuals who don't subscribe to the "woke" LGBT ideology. Their result is that they claim members of Congress, when they were creating sex non-discrimination laws 50 or 60 years ago meant "gender identity" instead of sex, that being male or female.
The legal team explained it is three ultrasound technicians who soon could be forced to choose between following their faith or keeping their jobs.
The report said the facility this year "started working with an abortionist in the area and is now assisting that abortionist in performing abortions. Due to its religious roots, the hospital had never provided abortions before."
In that relationship, the abortionist has been giving "orders" for ultrasound techs to help in the abortions.
The hospital addressed this by "changing its religious accommodation policy, which previously fully exempted employees from participating in abortions against their conscience."
The legal team explained hospital officials were trying to "carve out" exceptions "so it could force all of its employees to assist in abortions."
However, "Assisting with abortions goes against the employees' conscience and is a violation of their religious freedom. Because the hospital receives federal funding, it is subject to the federal conscience laws that, in the words of the Supreme Court in FDA v. Alliance for Hippocratic Medicine ('AHA'), 'allow doctors and other healthcare personnel to refus[e] to perform or assist' an abortion without punishment or discrimination from their employers.'"
The legal team noted the hospital can't even force the technicians to help with abortion "in emergency" situations, as "the Emergency Medical Treatment and Labor Act (EMTALA) does not override federal conscience laws," according to the Supreme Court.
The policy change attempted by the hospital infringes on the worker's civil rights under federal law, the report said.
The high court's opinion noted, "An employer who fails to provide an accommodation has a defense only if the hardship is 'undue.'"
The ACLJ reported, "Even if the hospital does not understand the ultrasound technicians' strong stance against abortion, it cannot deny the request for religious accommodation. The burden of not accommodating the employee's religious practice would not be substantial on the hospital, but it would greatly infringe on the employees' freedom of religion."

President Donald Trump, now leading in polls of voters in swing states for this 2024 presidential election, has posted on social media a warning to anyone caught tampering with the vote this year.
He explained, "CEASE & DESIST: I, together with many Attorneys and Legal Scholars, am watching the Sanctity of the 2024 Presidential Election very closely because I know, better than most, the rampant Cheating and Skullduggery that has taken place by the Democrats in the 2020 Presidential Election. It was a Disgrace to our Nation! Therefore, the 2024 Election, where Votes have just started being cast, will be under the closest professional scrutiny and, WHEN I WIN, those people who CHEATED will be prosecuted to the fullest extent of the Law, which will include long-term prison sentences so that this Depravity of Justice does not happen again.
"We cannot let our Country further devolve into a Third World Nation, AND WE WON'T! Please beware that this legal exposure extends to Lawyers, Political Operatives, Donors, Illegal Voters, & Corrupt Election Officials. Those involved in unscrupulous behavior will be sought out, caught, and prosecuted at levels, unfortunately, never seen before in our Country."
The 2020 election, during the COVID-19 pandemic, was, in fact, influenced by outside forces never before seen, although the actual fraudulent ballots were probably negligible.
Those influences included Mark Zuckerberg's decision to hand out like candy $400 million plus to various local election officials – mostly Democrats.
